Description of Job

The Work Unit:

The Permit Modeling Unit (PMU) performs and reviews air quality-related analyses for a variety of air programs to meet Federal and State regulatory requirements, but specifically performs and reviews air quality-related analyses for stationary source permitting. The analyses include air quality impact modeling, emission modeling, and meteorological analyses. The spatial scales of analyses include near-field, far-field, and regional scale. Meteorological applications include review of the adequacy of meteorology for near-field modeling and evaluation of output from meteorological models for regional modeling purposes. This unit also exists to provide technical work products and analysis to internal and external customers.

What you will be doing

This position works at the entry level under the supervision of the PMU Supervisor and guidance of other higher level staff to learn to and/or assist in developing research or study plans, including formulating hypotheses, designing experiments or studies, devising and testing data collection procedures, or evaluating and interpreting source data. More specific duties and responsibilities include, but are not limited to:

  • applying scientific research methods, theory, and principles in the identification, study, and solution of air pollution problems;

  • applying, developing, and validating mathematical air quality models that compute or simulate the emission, transport, and fate of airborne contaminants;
  • assessing air quality impacts from air pollution sources to demonstrate compliance or noncompliance with state and federal regulations and thresholds of concern;
  • developing spatially and temporally complex models of air pollution emissions;
  • applying mathematical and computer models of air pollution dispersion to predict impacts of proposed activities and;
  • communicating the results of this work in reports, publications, and presentations.

MINIMUM QUALIFICATIONS:

You can meet the minimum qualifications by either:


Experience Only
Five (5) years of relevant experience (i.e., performing air quality modeling, performing meteorological analyses or with ambient monitoring data) in an occupation related to the work assigned to this position.

OR


Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years (i.e., relevant coursework, degree in engineering, environmental sciences, science coupled with experience as described above).

Conditions of Employment:
  • A pre-employment background check will be conducted as part of the selection process.
  • This position requires independent and/or team travel to and from work locations in the performance of job-related duties (most of the travel is conducted via a State vehicle).
Preferred Qualifications and Essential Competencies
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Demonstrated knowledge of air permitting requirements, state of Colorado air quality standards and regulations
  • Knowledge of Environmental Protection Agency (EPA) standards, operating procedures and processes relative to air quality
  • The ability to independently research and stay abreast of current regulatory guidance and policies.
  • The ability to think critically to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Ability to synthesize and analyze technical information
  • Works in a collaborative manner and is capable of managing complex projects with overlapping deadlines.
  • Applies attention to detail in accomplishing tasks, no matter how small.
  • Ability to effectively communicate both orally and in writing with a wide range of partners;
  • Knowledge and experience with Google Applications
