Job Description

Adult Behavioral Health is looking for on-call skills trainers to help cover multiple locations and settings, (outpatient, residential and supportive housing). If you are looking to get a myriad of experience, or simply like having variety in your work this is a great opportunity. We actively engage enrolled individuals in treatment related activities by helping them to increase independence, promoting community integration and recovery model approach (e.g. cooking, budgeting, shopping, cleaning, nutrition, medications, social skills, communication, supervision and monitoring). The ideal candidate should feel comfortable working alone as well as with others, be a self-starter, communicate well with team members and have knowledge of the population we serve.

GENERAL STATEMENT OF DUTIES
Provides individual and group recreational, social and skills training services under a professionally developed service plan; keeps records of persons served status; performs service plan directed case management functions under close supervision; performs related duties as required. Primary responsibility of this class is to assist and support other mental health professionals, without primary responsibility for a caseload.

SUPERVISION RECEIVED
Works under close supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness.

SUPERVISION EXERCISED
Supervision of others is not a responsibility of positions in this classification.

Typical Duties - Duties include, but are not limited to the following

Provide behavioral health services to adults with serious and persistent mental health conditions and co-occurring substance use disorders in an outpatient and/or residential setting, on an as needed basis. Performs work using a person-centered, strengths-based, recovery-oriented, trauma-informed, culturally-sensitive, and ethically-guided approach.

Skills Training

  • Provide individual and group skills training in accordance with the Multi-Disciplinary Treatment Plan in order to move individuals toward recovery, independence, and community integration. Skills training areas include activities of daily living (ADLs) and instrumental activities of daily living (IALDs), such as hygiene, medication management and support, grocery shopping, cooking, obtaining benefits and entitlements, scheduling appointments, transportation, social skills, development of individuals’ natural supports, community integration, development of individuals’ natural supports, etc.
  • Facilitate skills training groups.
  • Accompany individuals to appointments and resource linkage when behavioral interventions are necessary.
  • Apply crisis prevention, management, and de-escalation skills.
  • Provide in-person interactions with individuals to monitor for warning signs, symptom increases, and other signs of psychiatric decompensation.
  • Depending on setting, Skills Training may include providing behavioral supports such as:
    • Participate in scheduled, community-based activities to assist persons served in applying positive, prosocial behaviors.
    • Implement safety plans to mitigate risk.
    • Monitor for emotional and behavioral changes in residential settings.
    • For sites related to PSRB Supervision and Monitoring:
      • Implement safety plans to mitigate risk.
      • Provide in-person interactions with individuals to monitor for warning signs, symptom increases, and other signs of psychiatric decompensation.
Case Management
  • Provide treatment plan directed case management to assist individuals in accessing community services, supports, and housing. Case management includes making referrals and coordinating with other agencies to obtain services and resources for individuals; advocacy and brokerage on behalf of client to access community resources, benefits, and entitlements; and monitoring services.
  • Participate in intra-agency and interagency case staffings for purposes of evaluation and treatment planning for individuals.
  • Coordinate and communicate with a team of clinicians, supervisor, and onsite staff for treatment planning, and coordination of care.
  • For sites related to PSRB: Supervision and Monitoring:
    • Implement safety plans to mitigate risk.
    • Carry out any special monitoring according to individuals’ conditional release agreements, per PSRB/ABH case monitor/treatment team, sex offender treatment safety plan or treatment team.
Documentation
  • Maintain accurate and timely clinical documentation in accordance with Federal, State, County, and treatment program requirements under the direction of the clinical supervisor.
  • Meet performance expectations for time and billing standards.
Miscellaneous
  • Work with a team of clinicians, supervisor for clinical supervision, treatment planning, staff and departmental meetings, and trainings.
  • Participate fully as a supportive, reliable, positive, collaborative, and professional team member during the development of individual treatment planning, and clinical team meetings.
  • Communicate with and maintain positive, collaborative relationships with community partners when necessary.
  • Employee must be able to drive county vehicles.
  • For sites related to PSRB: Supervision and Monitoring:
    • Monitor for compliance with conditional release plan from the Psychiatric Security Review Board (PSRB)
    • Communicate changes in psychiatric status, behaviors, or any concerns to the treatment team and clinical supervisor in a timely manner.
    • Collect UAs
  • Perform other duties as assigned.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING


  • Three years relevant work experience in a behavioral health services field; OR
  • Bachelor's degree in a behavioral science field; OR
  • Any satisfactory combination of work, education, training or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • Must possess a current Mental Health & Addiction Certification Board of Oregon (MHACBO) Qualified Mental Health Associate certification (QMHA) or register within ninety (90) days of hire, and complete in accordance with MHACBO guidelines. See MHACBO website for requirements.
  • This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana.   • This is a part-time, temporary position, which is eligible for overtime.
  • Typical Work Schedule: Days and hours vary based on the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of the general concepts of mental health (including common symptoms for major behavioral health conditions) and chemical dependency as well as community resources; de-escalation, crisis intervention, and engagement strategies; strengths-based resiliency and recovery models; definitions of basic- and community-living skills; measurable goals/outcomes of mental health recovery, substance use disorders recovery, and co-occurring disorders recovery; evidence-based strategies for skills training and improving overall health; daily living activities that promote health and wellness.

Ability to demonstrate active listening skills and interviewing techniques; establish effective working relationships with diverse individuals and foster shared decision-making with behavioral health consumers, family members, and providers; clearly convey information about behavioral and general health; exercise cultural and trauma-informed competency when linking to resources; follow directions and accept feedback in a professional manner; prepare reports and document services provided to persons served in a timely and professional manner with clarity, conciseness, and completeness; work within an interdisciplinary team; practice appropriate boundaries with consumers; recognize unsafe situations.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; operates a keyboard; climbs 1 floor of stairs; lifts, pushes, pulls, and carries up to 15 lbs.; moves carts weighing up to 15 lbs.; speaks with a clear and audible voice; reads a 12 pt. font; hears a normal level of speech; works in areas that may be exposed to heat, cold, humidity, dust, smoke, and noise; works in areas that may be wet or uneven.

We offer the following retention bonus, prorated based on FTE:


  • $2,000 bonus after 6 months of continuous employment

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
