The Wisconsin DNR is hiring an LTE (Limited Term Employee) Water Supply Specialist, Lead Service Line Inventory Specialist – position at our Central Office, in Madison, WI.

Based on an assessment of the goals and work activities, this position may be eligible for telework. This assessment does not convey approval to telework or the exact percentage of telework. Telework is subject to supervisor approval based on individual circumstances and department telework policies and may be changed without notice based on business needs.

Position Summary


Lead Service Line Inventory Specialist

This position is responsible for administering service line inventory requirements in accordance with the Lead and Copper Rule Revisions (LCRR) and including inventory review, tracking and communication, in collaboration with Lead Service Line Inventory Specialist and under the supervision of the Lead and Copper Section Manager.


The principal function of this position is to coordinate and assist with the implementation of portions of the state Safe Drinking Water program, specifically the service line inventory requirements of the LCRR under the Safe Drinking Water Act, for all community and non-transient noncommunity public water systems. Activities include, but are not limited to: review and tracking of service line inventories and associated requirements; service line inventory communication plan implementation; lead and copper site plan monitoring updates; and lead and copper documents retention.


This position is expected to work collaboratively with experienced program staff on water system regulation. The position location is at Central Office, Madison, however some occasional statewide travel may be required for meetings.


25% Lead service line inventory review and tracking. Review lead service line inventories submitted by community and non-community water systems. Upload inventories into lead service line inventory database. Identify any errors or omissions that need to be addressed and assist water systems addressing them.


25% Review and track requirements associated with service line inventories. Review inventory methods and completeness forms, inventory public accessibility verification forms, consumer notice delivery and reporting, and consumer confidence reporting.


15% Service line inventory communication plan implementation. Assist with implementation of the service line inventory communication plan. This task is anticipated to include development and dissemination of communication materials, and direct communication with public water systems, both by phone and in-person.


15% Assist with Lead and Copper Monitoring Site Plan Updates. Assist with review requests to update lead and copper monitoring site plans. Enter and/or upload approved changes into the drinking water system database.


15% Lead rule documents retention. Identify, organize, name, and upload lead rule documents into the DNR's Central File Repository, as required to meet records retention requirements.


5% Other duties as assigned to assist the lead and copper section.

Salary Information


This position pays $20.24 per hour and is in pay schedule and range 15-04. Compensation will be set in accordance with the State Compensation Plan.

Job Details


This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.

LTE employees are limited to working 1039 hours per position within a twelve-month period.

Preferred Qualifications

  • Coursework in one or more of the following topics: environmental science, environmental or civil engineering, public health, hydrogeology, data management, chemistry, and/or geology
